About the Event

Kuwait is at a pivotal moment in its energy and water journey. Record-breaking electricity demand creating supply interruptions, and reliance primarily on fossil fuels placed pressure on the grid and lead to increased GHG emissions. In July 2023, demand reached a historic peak of 16.9 GW, and projections show electricity demand could grow by 50% by 2040.

At the same time, water security is inseparable from energy security. With 100% of potable water produced through desalination, water generation consumes 20–25% of national electricity output. Kuwait’s per capita water and electricity consumption are among the highest worldwide, while CO₂ emissions per capita exceed 25 metric tons.

Despite and because of these challenges, Kuwait has set ambitious targets to increase renewables to 30% of power generation by 2030. Flagship projects such as Shagaya Renewable Energy Park and the 1.1 GW Al Mutlaa project are important milestones, but further investment, innovation, and partnerships are critical to achieving long-term resilience, while increasing water grid efficiency and achieving more efficient water consumption are steadfast targets.

This high-level forum, jointly organised by the European Union Delegation to the State of Kuwait and the Ministry of Electricity, Water and Renewable Energy (MEWRE), within the EU–GCC Cooperation on Green Transition Project, will bring together Kuwaiti and European leaders to:

  • Discuss vulnerabilities in electricity and water supply.
  • Explore renewable energy and storage solutions.
  • Share European expertise in resilience and smart grid technologies and water efficiency.
  • Identify opportunities for investment and technical cooperation.
  • Examine Kuwait’s role as a future hub for regional GCC–EU clean power interconnection.

This opening dialogue will address how Kuwait is navigating peak demand, recurring outages, and long-term security needs. It will also explore the growing importance of integrating water and electricity planning to ensure resilience in the face of climate and geopolitical pressures.

Session 1: The Road to 2035 – Policy Levers for Energy & Water Security

This session will bring together high-level policymakers and EU counterparts to examine Kuwait’s policy and regulatory frameworks for meeting rising demand. Discussions will highlight how pricing reforms, efficiency standards, and investment incentives can support Kuwait’s clean energy and water goals. The panel will also look at how desalination efficiency and water reuse can reduce stress on the electricity grid.

Session 2: Grid & Utility Resilience: Enhancing Energy and Water Efficiency

Focusing on Kuwait’s electricity and water infrastructure, this session will explore opportunities to strengthen system resilience through smart grids, digitalisation, and integrated water–power planning. A special emphasis will be placed on regional power exchange and the strategic potential of GCC–EU interconnection via Kuwait as a pathway for clean power trade and stability.

Session 3: Scaling Renewables for Energy Independence

This session will spotlight Kuwait’s flagship renewable projects, including Shagaya and Al Mutlaa, and examine their role in diversifying energy sources and reducing reliance on fossil fuels. The discussion will address how solar, hydrogen, storage, and EU technology cooperation can strengthen both electricity supply and water security, given the high energy costs of desalination.
